AUTHORISATION SYSTEM

Unless otherwise provided for by bilateral agreement, the transport of passengers is subject to authorisation. Application should be made to the Ministry of Transport, International Road Transport Division, 9-11 Levsky str., 1000 Sofia.

Carriers with headquarters in countries with which Bulgaria has concluded a bilateral agreement on the international transport of passengers, may submit their application to the competent authorities in their own country. Authorisations may also be issued at the border crossing point when entering the country. The tariff for foreign-registered coaches is EUR 1500.

Carriers with headquarters in countries which do not require authorisations for foreign coaches or which, as a result of an agreement with Bulgaria, do not limit the entrance of Bulgarian coaches, receive authorisations without restriction.

If a carrier who has paid road taxes and motorway tolls for a fixed itinerary through Bulgaria changes this itinerary, he must pay the difference when leaving the country. On exit from Bulgaria, a carrier who cannot produce the authorisation with which he entered the country, duly signed and stamped, and a document certifying that he has paid all necessary taxes, must pay these taxes before leaving the country.

For obtaining a Bulgarian authorisation for international transport carried out by foreign coach, carriers should pay the following fees:
  • Bilateral regular bus line - 300 BGN
  • Transit regular bus line - 300 BGN
