Foreign carrier may perform regular international transport operations of passengers to/from or in transit through the territory of Republic of Bulgaria, only if it has an authorization issued by the Ministry of Transport and Communications in accordance with the bilateral and multilateral agreements to which the Republic of Bulgaria is a contracting party.
For regular passenger services with point of departure/destination in Bulgaria carriers established in other EU member states my submit their applications for authorization to the Executive Agency “Road Transport Administration”, BG-1000 Sofia, Gen. Transport operators established in non EU countries with which Bulgaria has concluded a bilateral agreement on international transport of passengers, should submit their application to the competent authorities in their own country.
For obtaining a Bulgarian authorisation for regular international transport carried out by foreign coach, carriers should pay the following fees:
• Bilateral regular line - 400 BGN
• Transit regular line - 400 BGN
Carriers established in other EU member states can perform occasional transport in accordance to Regulation 1073/2009.
The conditions for performing occasional and shuttle transport by a non-EU carrier to or through the territory of the Republic of Bulgaria are determined by the bilateral or multilateral agreements to which the Republic of Bulgaria is a contracting party to Interbus agreement. When a permit is required for such transport, it must be applied for to the competent authority of the country of establishment of the carrier.
Permits also be issued at the border crossing point when entering the country. The price for foreign-registered coaches is EUR 1500.
